Jan Thomas, PhD, CSP
President

Jan Thomas is founder of Circle Safety & Health Consultants. She is also associated with the University of Richmond as an Adjunct Professor in the School of Continuing Studies with teaching and advising duties in the Emergency Management undergraduate and the Master of Disaster Sciences program.

Dr. Thomas holds a B.A. in Russian Language from Old Dominion University, the M.S. in Safety from the University of Southern California and the Doctor of Philosophy in Public Administration from VCU. She also holds the Certified Safety Professional (CSP) designation.

Her doctoral work emphasized comparative studies in the area of risk-control policy. Her other research interests focus upon workplace violence and futuristic techniques useful to the practice of safety and health management.

Dr. Thomas has more than 30 years of experience in safety and risk-control at the federal, state and university levels. Prior to beginning her private consulting business, Dr. Thomas held a full-time faculty position at VCU for nine years. Between 1981 and 1985 she was Chief Administrator of the Virginia Occupational Safety and Health Program (VOSH). She began her career in 1975, as a safety and health specialist with the Occupational Safety and Health Administration (OSHA) of the U.S. Department of Labor.

Dr. Thomas participates in several organizations. She is a Professional Member of the American Society of Safety Engineers (ASSE), and served as President (1987-88) of the Colonial Virginia Chapter. She has served nationally as the chair of the Technical Publications Committee of ASSE and on the Board of Professional Safety Journal. She is also a member in the local chapters of the American Industrial Hygiene Association (AIHA), and the American Society of Public Administrators (ASPA). She is a certified First Aid and CPR Instructor with the American Safety and Health Institute (ASHI). She is an active member and Past President of her local volunteer rescue squad.

Dr. Thomas has published numerous articles; three have received national writing awards. She also has a chapter in The Handbook of Comparative Development Public Administration (Marcel Dekker, 2001) and a chapter in Essentials of Safety and Health Management (CRC Lewis, 1996).

Anna Jolly, JD, CHMM
Vice President

Anna E. Jolly is a partner in Circle Safety & Health Consultants. She is presently serving as a member of the Virginia Safety and Health Codes Board and on the Joint Subcommittee Studying Lead Poisoning Prevention.

Ms. Jolly holds a B.S. in Environmental Health from Eastern Kentucky University, an M.S. in Environmental Science from George Washington University, and a J.D. from the T. C. Williams School of Law at the University of Richmond. Ms. Jolly is licensed to practice law in the Commonwealth of Virginia. She is certified by the Institute of Hazardous Material Management as a Certified Hazardous Materials Manager.

Ms. Jolly has more than 30 years experience in industrial hygiene and environmental affairs in both private industry and state government. Prior to entering private practice, Ms. Jolly worked with the Virginia Department of Labor and Industry, first as a Labor Law attorney and later as the Virginia Asbestos Program Supervisor. Ms. Jolly began her career as a plant Industrial Hygienist for AT&T Technologies where she worked for 10 years.

Ms. Jolly is active in several organizations. She has served as President of the Virginia Environmental Council. She is a long-standing member of the American Industrial Hygiene Association and served on its Respirator Committee for 6 years. In addition, she served as President of the Central Virginia Section from 1982-1995. She is also a member of the American Society of Safety Engineers and served as the Colonial Virginia Chapter's President 1985-1986. She is a member of the Virginia State Bar.

Ms. Jolly is recognized for her ability to integrate technical and legal requirements relating to occupational and environmental regulation.

Central Office Associates

Melissa Bartlett, Safety Consultant

Melissa Bartlett joined Circle Safety & Health Consultants in September 2006. She holds a B.S. in Environmental Health from Colorado State. She brings to our team almost ten years’ experience in environmental affairs, emergency management, industrial hygiene, and construction and general industry safety and health consulting in both private and state government.

 Melissa is a member of the American Society of Safety Engineers.

 Her previous work experience includes working as an Environmental Health and Safety professional onsite at high hazard construction sites and hazardous waste sites. Just prior to entering the private arena with Circle Safety & Health Consultants, she worked with the Virginia Department of Labor and Industry, first as a Construction Inspector and later as a Senior Health Consultant.

 Melissa represents Circle Safety in the Northern Virginia area.

Kate Thomas, Safety Consultant

Kate joined Circle Safety in November of 2005 as a Safety Intern and quickly became a full-time member of our team. She provides consultation services to construction and industrial clients with a specialization in support of small and mid-sized company safety systems. Kate has experience with safety auditing of high-rise construction, excavation sites, roadway work zones, and homebuilding projects. She provides industrial clients with machine guarding audits, industrial hygiene monitoring, and support of respiratory protection programs.

 Kate has jumped feet first into the profession and in her first year of membership with ASSE took on the role of Secretary for the Colonial Virginia Chapter.

 She grew up with her local volunteer rescue squad and was certified as an Emergency Medical Technician in Virginia at the age of 16. Today, she holds trainer status with the American Red Cross and American Safety and Health Institute (ASHI) and provides FA/CPR/AED training for Circle clients. She is currently working toward an undergraduate business degree with an emphasis upon management of occupational safety and health systems and corporate continuity planning.

Vaughn J. Taylor, Safety Consultant

Vaughn joined Circle Safety & Health Consultants in June 2007. He holds a B.S. in Occupational Safety & Health Engineering and the Manager of Environmental Safety and Health designation from the National Safety Council and North Carolina State University. He is a certified Virginia Firefighter and is a graduate of Crater Criminal Justice Academy as a Law Enforcement Officer where he also served as an adjunct academy instructor for the Virginia Department of Criminal Justice Services. A graduate of the American Hospital Associations Healthcare Risk Managers certificate program, he received specialized training in safety and risk compliance for long-term care facilities utilizing JCAHO Environment of Care Regulations. Additionally, Vaughn also completed national certification as a Healthcare Environmental Manager from the ECRI Institute for Healthcare Safety. Most recently, he was responsible for safety program development and technical consultation for a large state agency. He was instrumental in developing programs and strategies that enabled the human resources division to decrease employee injuries and related workers compensation claims. Vaughn recently completed a certificate in Human Resources Compliance at John Tyler Community College.

Vaughn specializes in conducting general industry safety inspections. As an Authorized OSHA General Industry Instructor, CPR/First-Aid and National Safety Council Defensive Driving Instructor, he thoroughly enjoys providing classroom instruction and has been recognized for his ability to motivate participants with his engaging and lively presentation style.

Kristian Trimmer, Office Assistant

Kristian Trimmer joined Circle Safety & Health Consultants in November of 2006. She is currently attending J. Sargeant Reynolds Community College. Kristian has her ASHI First Aid/CPR certification.

Her excellent communication and customer service skills, problem-solving, organization, and filing have proved invaluable to our home office. In addition to providing expert office support, she is also discovering that she has two new talents—marketing and movies!

 Kristian is currently taking part in a major HBO mini series being filmed in Virginia and looks forward to pursuing other acting opportunities. Her wide array of interests includes writing, mathematics, art, photography, children, swimming, and all outdoor activities.

Pauline Kerwath, Office Manager

Pauline Kerwath joined Circle Safety in 2005, and serves behind the scenes as Office Manager. A published short fiction writer, she has also written technical instruction materials, dozens of articles, essays and interviews for the Native American community, and has extensive medical and scientific editing experience.

Her lifelong interests include preserving and respecting Native American cultures and traditions, protecting sacred sites, and defending wildlife and wilderness areas. She takes part in helping the Lakota reservations through various programs; organizes fundraisers, awareness programs and letter-writing campaigns for Leonard Peltier; organizes local clothing, book, and toy drives as part of his annual Toy Drive for the Pine Ridge reservation; and conducts educational programs. Taking a four-year break from novel writing, she is currently compiling the life stories and teachings of the elders.

At Circle Safety, Pauline assists clients and consultants, reviews our technical writing, and manages our accounts and records. She also serves as HR manager.

Hazmat the Office Hamster

HazMat joined Circle Safety in 2006, bringing to our team the insight, attention to detail, and perspective of Mesocricetus auratus. His duties include daily inspections, food audits, securing the perimeters, unobserved surveillance, and interspecies communication, also known as HazCom. Occasionally the execution of his duties requires high-speed chases using his high-tech orb, official patrol car, or camouflaged stealth vehicle.

He graduated with honors from the Fancy Hamster University in Rodentville, VA, and holds B.S. degrees in cheek pouch food storage and special nest fortification.

William Fick, MS, CSP Safety And Health Specialist

 
William “Bill” Fick joined Circle Safety & Health Consultants in September 2005, following a thirty-year career in the Defense Department. He holds an A.S. in Business Administration from Tidewater Community College, a B.S. in Education from Old Dominion University, and an M.S. in Health and Safety Management from Indiana University. In addition, he is a graduate of the Army Management Engineering Training Activity for Work Methods and Standards, the U.S. Navy Safety Management Intern Program, and the Chief of Naval Operations Executive Management Program. He is a Board Certified Safety Professional with a specialty in Management Aspects and is a professional member of the American Society of Safety Engineers. He has authored several articles and book reviews in professional journals.

He specializes in safety audits and classroom instruction, as well as mishap investigation, respiratory protection, fall protection, hearing and sight conservation, weight handling, lockout/tagout, ionizing radiation, machine guarding, ergonomics, lead, asbestos, bloodborne pathogens, and hazardous materials.

Bill is playing an important role in expanding Circle Safety’s expertise across the United States by serving as the nationwide coordinator for airport inspections in a contract with CACI, Inc. In this contract, Circle Safety is partnering with CACI, Inc., and Resources Management Corporation to provide comprehensive safety and health services to the Transportation Security Administration, Department of Homeland Security. Mr. Fick is assisting the TSA Project with inspection planning and scheduling, personnel recruitment and training, and other duties as assigned.

Kristy Chau, Safety And Health Specialist

 
Kristy Chau joined Circle Safety & Health’s special TSA Team in January of 2007. She holds a B.S. in Industrial Health and Safety from Pennsylvania State University and has completed further training from OSHA.

Kristy gained considerable experience both before and after graduation in her work with large oil refineries. This corporate experience provided her with excellently honed skills in auditing and industrial hygiene. With her current training, she now provides support to our TSA Team in the areas of program development and implementation, workplace inspection and abatement, industrial hygiene monitoring, mishap and incident investigation, ergonomic assessments, and training.

She has been assigned responsibilities in the TSA Team’s Northeast region.

Samual Cooper, MS, CSP Safety And Health Specialist

 
Samuel “Al” Cooper joined Circle Safety & Health Consultants in September 2006, following lengthy military and civil service careers. He provided leadership and expertise in occupational safety and health programs in both sectors.

Al holds an M.S. in Human Resource Management and Development (Organization Development) from Chapman College in California. He also holds an M.S. in Applied Health (Safety Management) from Indiana University in Bloomington, IN.

He is a Board Certified Safety Professional (CSP) with emphasis in Comprehensive Practice. Additionally, he taught safety and health courses for the Naval Safety School at Indiana University. He has expertise in mishap investigation, hearing and sight conservation, lockout/tagout, and ergonomics.

He has been assigned responsibilities in the TSA Team’s North Central region.

Susan Engelbach, Safety And Health Specialist

 
Susan Engelbach joined Circle Safety and Health’s special TSA team in October of 2006. She holds a B.S. in Occupational Safety and Health from Southeastern Oklahoma State University. She has completed a wide array of technical and safety training.

With over fifteen years of experience and excellence in occupational safety and health, Susan has conducted inspections, led training seminars for general industry and hazardous chemicals, conducted accident investigations, and specialized in safety training. She has also served as safety manager and plant manager.

Susan has developed and enforced OSHA, DOT, EPA and NFPA safety programs. Further, she designed and directed the execution of safety audits. She has been responsible for industrial health monitoring programs as well as safety program oversight and planning.

An early member of our TSA team, Susan has been assigned responsibilities in the TSA Project’s South Central region.

Debra Odenthal, Safety And Health Specialist

Debra Odenthal joined our special TSA team in April of 2006. She holds a Master’s degree in Business Administration from Waynesburg College and a B.S. in Safety and Health Management from Slippery Rock University. Her extensive experience in occupational safety includes inspections, training, accident investigations, and leading seminars.

She has planned, developed, enforced, and overseen safety programs, designed and directed safety audits, and has been responsible for industrial health monitoring programs. Her experience in industrial hygiene includes testing for lead, noise, hexavalent chromium, benzene, etc. She has experience in process safety management in the field of chemical industry and in lockout/tagout, crane safety, machine guarding, confined space, bloodborne pathogens, PIT training and respiratory protection, as well as OSHA Hazmat and Hazwoper training. Her dedication to health and safety is also reflected in her twenty years of experience in emergency nursing.

She has been assigned responsibilities in the TSA Project’s Northeast Region.

Eva Mann, CSP, Safety Consultant

Eva Mann holds a BS in biology with a minor in psychology from VPI, and is a Certified Safety Professional (CSP).  She has also completed the University of Richmond’s Post-Baccalaureate Certificate Program in Leadership Studies. Her extensive professional training includes courses in general industry compliance, hazardous materials, and industrial hygiene fundamentals. She is a delegate and past president of the Colonial Virginia Chapter of the ASSE.

Eva’s twenty years of experience in several industrial settings has given her the foundation to provide project management, technical support and client management services through her own company, Safety Improvement Services, LLC based in Richmond.   She extends to Circle Safety her expertise for special projects including Voluntary Protection Program (VPP) assistance, NFPA 70E compliance, Control of Hazardous Energy LO/TO, and safety training for clients in the commercial, industrial and construction sectors.

 

 

 

 
Darren N. Phillips, Safety Trainer

Darren Phillips brings to Circle Safety a wealth of safety and material handling experience. He began his training career with a major local dealership. He had a variety of duties but soon discovered that his true niche was training. He set up and developed their training program and the results were dramatic. His combination of knowledge, expertise, communication skills, and personable teaching style proved so highly successful that he went on to found his own company, Philquel Safety Training Services, based in Richmond, VA.

Darren has been working with OSHA compliance and training since 1996, specializing in the areas of material handling, aerial platform training, and consultation. He has trained operators, supervisors and trainers for some of the largest companies in Virginia. He has an excellent grasp of safety guidelines, procedures and workplace applications and is able to communicate easily and effectively with a vast array of backgrounds.

He is nearing completion of his BS degree in business from Virginia Commonwealth University. When you don’t find Darren in the occupational setting, you’ll find him working with youth. He volunteers for the Special Olympics, coaches football and basketball, and is commissioning the County Youth Athletic League. Here again, his communication skills, knowledge, professionalism, and personal training style all come into play and are in high demand.

 

 

 

 
Roy Silva, Safety Trainer

Roy L. Silva, Jr. is a Nationally Registered and Virginia state-certified EMT-Paramedic with thirty years’ experience in the EMS field. Roy instructs Pro-CPR, Adult, Child and Infant Basic CPR, First Aid, and AED courses and is presently working on his ACLS Instructor Certification. Roy is a native of Rhode Island, a former Navy Corpsman who served two tours of duty in Viet Nam and a former Combat/Emergency Medical Specialist with the Virginia National Guard. He is retired from the Federal Fire Service as a Firefighter/Paramedic with twenty-seven years of service. Roy is married with three daughters and two grandsons. He enjoys teaching, and spending time with his family, friends, and church family.
